How is it being delivered?
Part of the Enquiry by Design process looked at the way in which the masterplan would be governed and delivered. Once the masterplan had been developed and approved by the City of Lincoln Council in 2007 on behalf of all its partners, the Lincoln Local Strategic Partnership (LSP) was asked to become the holders of the Vision. ‘Linking Lincoln’ is a 25 year vision for the development of the city.
The Lincoln LSP then set up two groups to deliver the CCMP.
Lincoln Vision Group
This small CCMP Trust/Board are the keepers of the vision and advise on the quality, suitability and sustainability of the individual development proposals before they reach a planning application stage. They advise the LSP Board on the progress of the CCMP and on whether the principles and assumptions underlying the CCMP are being implemented and remain valid. This group meets quarterly.
Project Managing the CCMP
The Implementation Team are a team of officers from the partner organisations and agencies ie. City Of Lincoln Council, Lincoln BIG, Lincolnshire County Council, Investors in Lincoln etc, who project manage the development sites through to completion and ensure that the developers either public or private, stay on track. This group fits naturally alongside the work of the LSP being undertaken on the themes of the Local Area Agreement and they meet every six to eight weeks to monitor the progress of the various projects, and organise workshops to test redevelopment proposals against the CCMP principles.
