How residents permits work

Below you can find out who is eligible for a parking permit, if you wish to apply now please follow this link to the online application form, if you wish to renew please follow this link to the renewal form.

Zones

We administer Lincoln’s Resident’s Parking Scheme. There are 18 zones within the city, and residents living within a zone may be entitled to purchase a permit for their vehicle or for visitors.

The Resident’s Parking Scheme is in force Monday - Saturday, 8am - 6pm. During these times, a valid permit is required to be displayed. Permits do not allow you to exceed any maximum stay stipulated on signage. Blue badge holders are not exempt from these requirements.

Annual permits

There is a maximum of three annual permits available to each eligible property within the scheme. Annual permits can either be vehicle specific (resident) or non-specific (visitor). You can have any combination of resident and visitor permits, up to the maximum of three.

The first permit will cost £26 and subsequent permits will cost £52. The first permit issued to the property will also receive a book of ten visitor scratch-cards.

Applying for a permit

The best way to apply is online, but you may also apply by post or in person at City Hall. If you wish to apply in person and take the permit away with you, an administration fee of £5 will be charged.

If you apply in person or by post, we will require proof of residency before any permit can be issued. In the case of vehicle specific permits, we also require sight of your V5 or insurance. Click here to apply for a private residents parking permit.

Visitor scratch-cards

Whether you have an annual permit or not, you may apply for one free book of visitor scratch-cards per property, per year. If you do apply for an annual permit, this free book will come with the first permit at the property.

Subsequent books may also be purchased at a cost of £17 per book, up to a maximum of ten books per year.

Houses in multiple occupancy (HIMO)

Houses in multiple occupancy are eligible for a maximum of three annual permits per year. Annual permits can either be vehicle specific (resident) or non-specific (visitor). Each resident may apply for only one annual permit.

All annual HIMO permits cost £52, and the first permit at the property will come with a book of ten visitor scratch-cards.

Trade permits

To apply for/obtain a parking exception/waiver for a trade vehicle please call Lincolnshire County Council Traffic Regulation Order office on 01522 553066.

Business permits

A maximum of three business permits will be issued at a cost of £52 each, to businesses within a resident’s parking zone, which have no off street parking. These may be vehicle specific, or ‘visitor’.

Replacements

If you change your vehicle, you will need to bring your old permit and new V5 or insurance documents to City Hall to exchange your permit. A £5 administration fee will be charged for replacement permits.

Returning your permit

If you move out of the Resident’s Parking Scheme, you will be required to surrender your permits. Annual permits can be refunded 1/12 of the value of the permit for each full unused month remaining, subject to a £5 administration fee.

Continuing to use your permit after you have moved out of the Resident’s Parking Scheme will result in the issue of a Penalty Charge Notice.
