An Article 4 direction requiring property owners to make a planning application to convert their property into a House of Multiple Occupation (HMO) came into force on 1st March 2016.
The decision to introduce the direction followed a huge amount of work being undertaken aimed at improving the quality of housing in Lincoln. It has given the council more control over the number and density of HMOs, and helps reduce the impact of over-concentrations on communities in some areas of the city.
In addition, the council is continuing to develop an accreditation scheme that will help improve the condition and quality of housing in the city.
If you own a House in Multiple Occupation (HMOs) you should declare this to us, as this will help us to respond to enquiries regarding the lawfulness of existing HMOs in the city, and potentially avoid unnecessary enforcement action.
