Garden waste FAQs

The cost for the service is £36 per year for your first bin. This covers the year from July 1st to June 30th the following year.

Additional bins are charged at £15 per year with a maximum of four bins per property.

New bins are supplied for an initial delivery charge of £15 per bin.

There has been a small increase this year as the council continues to subsidise the service and, at a time of continued austerity, needs to try and reach a point of full cost recovery for the service.

The income from charges reduces the net cost of the service and enables the council to keep on providing it.

The annual charge ensures that only those residents that use the service pay for it. The annual charge represents good value for money for the collection of your garden waste on a year-round, fortnightly basis.

The service collects every two weeks all year round.

You can join the scheme online herewww.lincoln.gov.uk/gardenor call 01522 873255 and a Customer Services Assistant will order a bin for you, but there is a delivery charge. (Currently £15 for 2018-2019). Please note that we may sometimes make use of previously used bins in order to keep the cost of the service down.

You cannot supply your own bins which have been acquired elsewhere as the bins used need to meet safety standards. Many privately purchased bins will not be of the required quality.

Yes - provided we have a named person with the payment details, and the sticker is correctly attached to the bin.

If you opt-out of the scheme you are not required to return the bin to the council. You may use the bin for your own purposes. However, it must be noted that standard green bins cannot be used for presenting general domestic or recycling waste. Please ensure that if your bin is not used for the garden waste service it does not become a nuisance to others. For example it should not be used to store refuse or become an obstruction to others.

Please note that you can opt back into the scheme at any time, which is made easier and you will avoid the delivery charge, if you already have a bin. If you don’t have a bin then a delivery charge applies.

We are considering options for alternative ways to use green bins in the future and will keep customers updated if this changes.

You can request to opt-out of the service at any time, however no refund will be payable.

If you are staying inside the City of Lincoln Council boundary, just let us know and we will make arrangements for the service to transfer to your new property. You are required to take your green bin (and sticker) with you, but change the address on the sticker. Please let us know at the same time if you receive assisted collections, so that we can update our records.

If you are moving out of the City of Lincoln Council boundary you should notify the Council if: 
a) you want the service to stop (no refund is payable)  
b) if you have received an assisted collection service please advise the council as the new property owner/tenant may not qualify for this

As the charge goes towards the collection costs there are no concessionary rates.

The service is subsidised so you aren’t paying the full cost of the service. The scheme operates the simplest system possible so as to keep administration costs down for all.

We ask for payment before collection. You can choose to opt into the scheme at any time. The council’s scheme runs from 1st July to 30th June at a fixed price, so when buying the scheme you will need to choose the operating year you wish the service to cover. The earlier you opt in, the better the value you get from it.

Yes. You can have up to four bins registered to your property. The first bin is charged at £36 for emptying, but additional bins are charged at £15 each. If you require bins delivering then there is a cost of £15 per bin.

There are two sizes of bin in use, 240L and 140L. The smaller bins have been provided where gardens and storage space is smaller. As our costs arise from making the collection, not disposing of the waste, then the charge we make is the same regardless of the bin size. Please make clear at the point of ordering if you require the smaller bin size. If you order one bin size but later decide to change then there will be a delivery charge.

Our experience so far is that any increase in fly-tipped garden waste is minimal and temporary. This is also the experience of the many other councils in the country which charge for green waste collections. We will, however, continue to monitor the situation.

Yes. For anyone who is unable to place their bin out for reasons such as age, disability, or serious illness, and who doesn’t have an able bodied person living with them, we will collect the bin from an agreed place of storage. This service has no extra cost and is available for refuse and recycling collections as well as garden waste.  If you do require this service, you can apply online.

Collection staff will check the bin’s contents. What you put in the bin must meet the scheme requirements or it will contaminate a lorry load and we may not be able to compost it.

If there are unacceptable materials in the bin the crew will not empty it, and you will be notified of the problem. We would ask you to remove the problem items and to present your bin on the next scheduled collection date.

Please note that we will not return to collect contaminated bins, intentional or otherwise, so service users are asked to ensure they are careful to comply with this requirement to avoid disappointment.

The crew may refuse to collect it as emptying a bin without the lid closed can damage the bin, damage the loading equipment, and be a risk to both staff and passers by. We would ask you to remove the problem items and to present your bin on the next scheduled collection date.

Please note that we will not return to collect unemptied bins so service users are asked to ensure they are careful to comply with this requirement to avoid disappointment.

Unfortunately the lifting equipment won’t be able to empty it. There are safety regulations on the maximum weight we can take, and the bins can be damaged if we try.

For these reasons we would have to ask you to remove some of the weight, and to re-present on your next scheduled date.

The Household Waste Recycling centre at Great Northern Terrace will accept green waste. Details are available on the Lincolnshire County Council web site. www.lincolnshire.gov.uk

The information sent out to you when you pay includes a sticker for your bin, and we ask you to clearly mark your address on it.

You are required to place the sticker on your bin in the location set out in the information details.

Staff will cross reference the sticker with their rounds lists to ensure that only paying customers receive the service. This system has been used elsewhere successfully.

Yes. We require the sticker to be placed under the handles in the location indicated in the information sent to you when you opted into the scheme. This permits quick checking of stickers by our staff to ensure the scheme isn’t abused and ensures the stickers aren’t damaged by the lifting equipment. If the sticker isn’t correctly placed it is possible that the collection staff won’t see it, and your bin may not be emptied. If this occurs due to the sticker not being correctly positioned, we reserve the right not to return to any missed collections.

You can report this online or call Customer Services on 01522 873423. This will be logged with the contractor who will check the collection details, including the crews’ log of collections and details of where bins were not presented. Your bin needs to have been placed out by 7am on the day of collection. This is in case a round has had to change due to circumstances beyond our control and your collection time may have had to be altered.

Yes. Because we don’t know how many people will buy into the service at the start, and because we can’t be sure how many bins will be out for collection, then collection times can vary considerably. This can also be influenced at any time by other things beyond our control such as road works and traffic accidents. We will not return to collect bins that were not placed out on time so service users are asked to ensure they are careful to comply with this requirement.

You can call us 01522 873423, an officer will visit and document the damage. If required and we will arrange for a replacement bin and sticker, and for the old bin to be removed. We won’t normally make a charge for this, either the bin or the delivery. However, we reserve the right to make a charge for the bin and its delivery if the bin has been damaged by you through misuse. To receive a replacement green bin you have to have already paid the annual collection fee.

You can put the following items in your green garden waste bin;

  • Grass cuttings
  • Leaves
  • Hedge trimmings (max 2.5cm diameter)
  • Flowers and plants
  • Twigs (max 2.5cm diameter)
  • Weeds

We cannot take black bags, food waste, soil, glass, stones, bricks, rubble, tree stumps or any non-compostable waste. 

All waste must be presented within the bin, with the lid closed.

It is composted commercially, usually for use in agriculture and horticulture.

No. If you do so we will refuse to collect it as it will contaminate the load. Green waste cannot go through recycling equipment, and it cannot go to the Energy from Waste plant, as green waste does not burn efficiently.

You can call us 01522 873423, an officer will visit and document the damage. If required we will arrange for a replacement bin and a new sticker. There is no charge for replacing stolen bins, either for the bin or the delivery. We will usually look into reports relating to stolen bins to see if these can be traced. To receive a replacement green bin you have to have already paid the annual collection fee.

No. The City Council is a ‘collection authority’ in law, so it only organises the collections. The County Council is the ‘disposal authority’, which means that they have a duty to arrange for the disposal. In this case it means that they tender the work of making compost, and unfortunately the end product is low value. Neither the City Council nor the County Council receives an income from the waste.

Not necessarily. For some properties use of wheeled bins isn’t a realistic proposition. This is more commonly due to steps or very step slopes which make their use impractical. In such cases we will make a visit and take an objective view as to how safe it would be for you, and the collection operatives. We will try to get you on the service if we can, but in some instances we may have to refuse on safety grounds.

Yes. The Christmas tree collection service will continue. Collection dates and arrangements will be advertised close to Christmas, or can be provided by Customer Services from December.

The service operated is for domestic customers only, and not for commercial businesses. However, there are some categories of premises that may be eligible for the service, such as schools and churches. We will assess such requests individually and help if we can.

Please contact us if you work for any of these kinds of organisation, and can:

  • identify someone who will be a named person responsible for the service,
  • make the required payment,
  • present the bin at the kerbside for 7am, and
  • provide safe storage

Sorry but we don’t return to empty bins where there was no sticker. Please let us know as soon as you become aware that the sticker has become detached and we will send you a new sticker.
