More about the Single Person's Discount review

The City of Lincoln Council gives a 25 per cent council tax discount to more than 15,000 households where there is only one adult resident at the property. In the last financial year, 2020/21, this totalled more than £5.6 million.

The Council will shortly be comparing its council tax information with other databases to identify those cases where more than one adult is living at an address and a discount is still being claimed.

Council tax payers are encouraged to contact the council to report any change of circumstances in your household such as if you are no longer the only adult (18 years or over) living in your property.

Some people are not included when we count the number of people that live in your home, these include:

  • Full time students, student nurses, some apprentices and some partners of students
  • People resident in care homes
  • People with severe mental impairment
  • 18 and 19 Year olds for whom child benefit is still being paid
  • Some school and college leavers
  • Some low-paid carers
  • People in prison, unless they are in prison for not paying their council tax.

Whilst we realise that the majority of our customers are entitled to this discount, we have a statutory duty to ensure that we identify where customers are no longer entitled to the discount and have forgotten to let us know, or to identify people who are claiming the discount fraudulently.

In the week commencing 12th April 2021, we will issue letters to council tax payers who are claiming single person discount. You will be asked to complete and return a declaration regarding whether you are still eligible for the discount.

You can post the declaration to the address on the letter, or you can complete the declaration on the Council’s website.

If you do not respond to the review, you could lose your single person discount.

We thank you in advance for your co-operation.
