We are now consulting on a full review of our Statement of Licensing Policy under section 5 of the Licensing Act 2003. The Licensing Authority must legally undertake a review of the policy at the end of each five-year period. The review is open to public consultation.
The policy statement sets out how the Council will approach its functions as a licensing authority under the Act. In particular, the policy is intended to guide decision makers, applicants, objectors and others regarding the decision making process.
The policy outlines how the Licensing Authority will consider and determine applications under the Licensing Act 2003. It also states how the Authority will work to fulfil the four licensing objectives, which are:
- The prevention of crime and disorder
- Public safety;
- The prevention of public nuisance; and
- The protection of children from harm.

The draft revised policy has been updated to reflect changes to the law and guidance since the existing statement of policy came into effect in 2014. All the proposed changes/additions to the policy can be found in bold typeface in the document.
