The purpose of the accounts is to give electors, those subject to locally levied taxes and charges, Members of the council, employees and other interested parties clear information about the council’s finances. The accounts show the financial performance for the preceding year and the financial position at 31st March of that year.
This situation is allowed for by Regulation 10, paragraph (2a) of the Accounts and Audit Regulations 2015 (http://www.legislation.gov.uk/uksi/2015/234/regulation/10/made):
"(2) Where an audit of accounts has not been concluded before the date specified in paragraph (1) an authority must—
The auditors anticipate completing our work in August 2019, and as per paragraph (2a), of the Regulations the Council will not be able to publish the audited 2018/19 statement of accounts by 31 July 2019. The Audit Committee will instead consider the results of the 2018/19 audit at a meeting expected to be reconvened in September 2019, after which the final audited accounts will be published.
