Examination of the CIL

An examination of the Community Infrastructure Levy is being held by an examiner from the Planning Inspectorate.

Notice is given in accordance with the Community Infrastructure Levy 2010 (as amended) Regulation 21(8), of the City of Lincoln Council, Community Infrastructure Levy, Draft Charging Schedule examination. On Friday 3rd March 2017 at City Hall, City of Lincoln Council Offices Beaumont Fee, Lincoln, LN1 1DD the The hearing session for the examination of the City of Lincoln Council CIL Charging Schedule took place.

Further to the examination of the City of Lincoln Council Draft Charging Schedule on 3rd March 2017, the examiner Mr Matthew Birkinshaw has issued his report .

Next Steps

The Examiner’s Report and Adoption of the Community Infrastructure Levy will be considered by the Council in the near future date yet to be finalised.

Relevant dates and deadlines  

Monday 23 January 2017 – publication of the Matters, Issues and Questions (MIQs) for examination

Monday 6 February 2017 – deadline for any comments on the MIQs and for confirming with the Programme Officer whether you intend to attend the hearing session

Monday 20 February 2017 – deadline for submission of hearing statements

Thursday 2nd March 2017 – Hearing session commences.

After the hearing session - The examiner is now considering all of the information before him from the submission, representations and information gathered at the hearing session.

5th January 2017 – The examiner has issued his Initial Questions to the Council. To see this document please go to document ref. EX001 within the CIL examination documents library below.

23rd January 2017 - The Council has issued a letter to Representors and a statutory notice in accordance with Regulation 21 (8). This can be found in the examination document library at EX003

23rd January 2017 - The examiner has issued his Matters, Issues and Questions for the Examination (EX005), Inspector’s Guidance Notes (EX006) and Draft Examination Hearing Programme (EX007). These can be found in the examination document library below.

10th February 2017 - Following the deadline for confirmation of attendance on Monday 6th February 2017 the Examination Hearing Programme (EX007) has been updated to show confirmed participants. This document can be found in the Examination Document Library below under reference EX007B.

9th March 2017 - An updated document has been uploaded to the Examination Library - Chestnut Homes Hearing Statement errata ( amended summary table Analysis of Chestnut Homes schemes in Central Lincolnshire) can be found under document reference no. The hearing session for the Examination of the City of Lincoln CIL Charging Schedule took place on Friday 3rd March 2017.

In Committee Room 1 at City Hall, City of Lincoln Council Offices Beaumont Fee, Lincoln, LN1 1DD. The session started at 09:30 am. 

The Matters, Issues and Questions for Examination (MIQs) will form the basis of the discussions at the hearing session.
