About the Business Improvement District Levy

On 18th April 2005, businesses in Lincoln city centre voted to create one of the first Business Improvement Districts (BID) in the UK. This is to operate for five years. 44 per cent of businesses voted, of which, 79 per cent were in favour of its creation.

A BID is a proposal to improve an area where business ratepayers come together to agree a plan and then vote on it. In Lincoln, the majority of businesses supported the plan in the vote, therefore, new legislation dictates that all of the business ratepayers must contribute towards the costs of its delivery. This creates a level playing field where everyone who benefits from planned improvements contributes towards the cost. The plan can include other contributions from the public and private sector.
