Introduction to the consultation
City of Lincoln Council is reviewing its Secure Tenancy Agreement and is seeking feedback on the proposed changes.
We’ve written to all council tenants directly, but we also welcome views from anyone with an interest in housing in Lincoln. Your feedback will help shape the final version of the agreement.
The reasons for making the proposed changes are:
- The current tenancy agreement has been in use since 2015, and it now needs updating as a result of changes to regulation and good practice.
- The proposed new tenancy agreement has been updated and is now set out in a different order. We believe that this will make the tenancy agreement easier to read and understand.
By law we are required to formally consult on the proposed new tenancy agreement.
A copy of the preliminary notice of variation (Stage 1) and its enclosures has been sent in the post to the City of Lincoln Council Tenants this affects to formally commence the consultation period.

The consultation survey will close at 12 noon on 25 September 2025
Following consultation, we will consider all comments received and where appropriate may make changes to the proposed tenancy agreement.
The intended final tenancy agreement will be presented to Executive Committee to seek approval to implement the new tenancy agreement.
We will then write to all tenants again with a notice of variation (Stage 2) with a date when the new tenancy agreement and associated terms will be implemented.
