Meet the Board
The Lincoln Town Deal Board is working to ensure Lincoln’s future prosperity, supporting the development of a diverse and dynamic economy, through innovative and creative regeneration intervention.
Members of the board:
Naomi Tweddle
City of Lincoln Council – Lead Council
Cllr Naomi Tweddle was appointed Leader of City of Lincoln Council in May 2024. As the new leader, she is involved in the strategic leading of the council with a keen focus on climate change ensuring the council leads by example across the city. Cllr Tweddle is also responsible for promoting equality and diversity, trade union liaison, agreeing organisational culture and core values and overseeing regional and sub-regional governance arrangement.

Angela Andrews
City of Lincoln Council – Lead Council
Angela Andrews serves as Chief Executive, Town Clerk, at the City of Lincoln Council, where she oversees the council’s strategic direction and daily operations. With a strong background in public service and finance, she plays a key role in shaping Lincoln’s future and advancing initiatives that benefit the city and its communities.
Liam Scully
Lincoln City Football Club – Community
Liam Scully is a senior sports executive and active community leader, with extensive experience in governance, strategy, and stakeholder engagement. As CEO of Lincoln City Football Club and Chair of EFL in the Community, he is deeply committed to using sport as a force for positive change. Liam also serves as a trustee of the Lincoln City Foundation and contributes to a range of local initiatives, championing collaboration, education, and community development across the city and wider region.

Mick King
Head of Economic Infrastructure, Lincolnshire County Council
Mick provides strategic leadership of the Economic Infrastructure service including the capital programme, the commercial sites and premises portfolio, resources, and cross-council and external partnership activity.

Cllr Liam Kelly
Lincolnshire County Council - Lead Council
Cllr Liam Kelly spent 25 years in the military followed by 13 years in the private security industry working mostly in conflict environments. He joined Lincolnshire Country Council as a Reform UK councillor in May 2025 and is the executive lead for Growth and Veterans’ Affairs.

Neil Corner
Independent – Engineering
After studying Aeronautical Engineering at University, Neil pursued a career with several Engineering companies with much of that period in the Energy Sector and working for who are now called Siemens Energy in Lincoln. Following a number of senior roles, Neil became the Managing Director for Siemens Energy, Lincoln in 2014 and then took a Global role with the business in 2020 before retiring in 2023.

Ursula Bidletter
Independent - Community/Retail/High St
Ursula spent her career at Lincolnshire Co-operative and is keenly interested in the physical, social and cultural development of Lincoln. Her focus is on governance, strategy and community development.

Chris Kirkwood
YMCA – Community
Chris spent 25 years working in the theatre and arts sector as an Administrator, Stage Manager, Arts Development Officer and Producer. He joined YMCA Lincolnshire in December 2020 as Director of Community Development, overseeing the Charity’s Youth, Childcare and Rural Community Development Services alongside overall responsibility for the Marketing and Fundraising functions. Since December 2024 he has undertaken the role of Acting Chief Executive Officer.

James Foster
Lincoln College – Anchor Institution
James is the Deputy Chief Executive and Managing Director at Lincoln College Group. He has worked for the College since 2014 and oversees all its international and commercial ventures, including the Drill Hall and the Old Bakery.

Jacqui Bunce
NHS - Anchor Institution
Jacqui is currently the Lincolnshire NHS Programme Director for Strategic Estates, Planning & Partnerships working with all local NHS organisations, the County Council and the District Councils. Her wide-ranging portfolio includes strategic infrastructure and investment planning, capital integration, the NHS Green Agenda and being the Armed Forces Lead for the NHS in Lincolnshire. This includes sitting on three Towns Fund Boards, supporting the Levelling Up and UK Shared Prosperity Funds and working with the Health & Wellbeing Board, LEP and being the One Public Estate NHS representative.

Edward Chambers
Lindum Group – Construction
After attaining a Masters’ Degree in Mechanical Engineering, Edward worked in Finance and Investment - first at the Royal Bank of Scotland and then Charles Stanley Group. Edward joined Lindum Group in 2013 and was appointed as a Group Director in 2016. He has known Lindum all his life as the company was started by his grandfather, John F Chambers, and his father, David Chambers, was the Chairman from 1991 to 2024. Edward is Co-Chairman with his brother Freddie.

Julian Free
University of Lincoln – Anchor Institution
Julian Free is responsible for the University’s Regional Strategy. His role is to ensure the University meets its civic responsibilities and commitments to making a real difference to people’s lives, increasing opportunities and supporting the region’s prosperity agenda. Julian is also responsible for engagement and business development with the Defence & Security Sector and is chair of the Greater Lincolnshire Regional Defence & Security Cluster.

Edward Strange
Brewin Dolphin – Finance/Investment
Edward is a Director at RBC Brewin Dolphin, a Fellow of the Chartered Institute of Securities and Investments and he holds an Executive MBA from the Cranfield University - School of Management. Based in the RBC Brewin Dolphin Lincoln office, Edward and his team manage investments for individuals, trusts, charities, IFAs and he assists solicitors, and accountants. Edward is passionate about looking after his loyal clients, helping families preserve and build upon their wealth, and guiding them as they cascade their capital on to the ‘next generation’. He believes in going the extra mile and providing a truly bespoke and personal service to every one of his clients.

Nick Worboys
Amplius – Development
Nick has worked for over 35 years in the affordable housing sector, covering many aspects from housing management and technical to development and sales. Her current role, Director of Sustainability and Commercial Services at Amplius, has the responsibility for delivering the decarbonisation agenda across their housing portfolio, ensuring homes are warm and efficient for their customers, the ESG strategy, along with managing our commercial and leasehold stock and the asset sales function.
