Houses in multiple occupation (HMOs)

Applying for an HMO Licence

Government regulations came into force in October 2018 that require HMOs with five or more tenants to be licensed by the council. That means if you have a property that has five or more occupants in two or more households sharing amenities, you need a licence even if your property is only one storey. Purpose built blocks of flats are excluded, but individual flats occupied by five or more people may require a licence.

  • Licences require basic management and safety measures to be provided
  • You may also require planning permission.

Premises Licence Fee

  • Basic Fee up to 5 persons - £850
  • 6 to 10 persons - Basic Fee + 10%
  • 11 to 15 persons - Basic Fee + 20%
  • 16 to 20 persons - Basic Fee + 30%
  • For every 5, or part thereof over 20 - Additional 10% of the basic fee

Multiple Application Discount on the second and subsequent completed applications (received within 12 months of the date of a previous licence being issued, and the fit and proper person check was undertaken for the earlier application) - 5% off the Basic Fee

Trusted Landlord Scheme Discount (must be accredited on the date the application is submitted) -35% off the Basic Fee

Temporary Exemption 

If you are taking steps to secure that the HMO is no longer licensable you may apply for a Temporary Exemption from licensing of three months. To notify us of such steps please email hmolicensing@lincoln.gov.uk with full details.
