What is a stock condition survey?
A stock condition survey is an inspection of your property that allows the council to plan future improvements to your home. The inspection looks at various parts of your property to assess the remaining life they hold before they are considered for replacement, these typically include:
- Kitchen
- Bathroom
- External Doors
- Roof
- Windows
- Chimney
- Fencing
- Paths and paving
- Loft insulation
What should I expect from the survey?
Each survey takes between 20 and 30 minutes to complete. The surveyor will carry out a visual inspection of the inside and outside areas of your property. The surveyor will also need to take photographs, which our Project Officers will refer to when scheduling our planned maintenance programmes.
Who will be carrying out the survey?
Our stock condition surveys are caried out by both our in-house Project Officers, and our approved partner, Firntec Building Compliance Ltd. When your property is identified by us for a survey, you will be contacted to arrange a suitable date and time for us to carry out an inspection.
What should I do if I am unsure about letting a surveyor into my home?
All surveyors will carry City of Lincoln Council photo identification. Surveys will be made by prior appointment only. If you are in any doubt about letting a surveyor into your home, please call us and we will be able to confirm the surveyor’s identity.

What are the benefits of these surveys?
Stock condition surveys allow the council to plan our 30 year planned maintenance programmes. These surveys help to keep our property records relevant and accurate. The inspections also provide you with an ideal opportunity to raise any queries or highlight any repairs needed with the surveyor, which will be passed onto our Housing Repairs Service.
Why does my house need a survey?
Your home has been selected as part of the survey sample as our records indicate that parts of your property may be eligible for replacement. Conducting a survey allows us to confirm the current condition of your home and, if required, schedule planned maintenance works. If works have already taken place (such as extensive repairs), the information collected will allow us to update our records accordingly.
How will I know when my appointment is booked for?
You will be contacted to arrange a suitable date and time to visit your property. Visits will be made by prior appointment only, and confirmation will be sent to you once booked.
What happens if I miss my appointment?
If you are no longer able to make a booked appointment, please contact us to rearrange at the earliest opportunity. If an appointment is missed without prior notice, a further opportunity will be provided to book again.
If multiple appointments are repeatedly missed, your inspection opportunity will be withdrawn, and your property will not be considered for any future planned maintenance works.
Can I refuse a survey?
Yes, you are entitled to refuse a stock condition survey. If you wish to do so, please contact the Investment Team at the council and you will be removed from the sample. Please be aware that by refusing access to complete a survey, your property will not be considered for any future planned maintenance works. This does not affect your rights to our Housing Repairs Service.
