Come October 2018, the requirements for mandatory HMOs are changing. The amount of storeys are being disregarded, but the number of occupants will remain the same. That means if you have a property that has five or more occupants from two or more households with shared amenities, you will need a license even if your property is only one storey. Purpose built flats in blocks of three or more purpose built flats are excluded.
