City of Lincoln Council and Lindum Group have listened to concerns raised by local residents, employees and visitors about congestion around the Birchwood Avenue and Doddington Road junction works.
Changes to traffic management will be introduced from tomorrow, Friday 16 October, to help improve traffic flow and reduce disruption.
Since the works began on 5 October, the project team has been monitoring traffic conditions and, working with Lincolnshire County Council, the project’s main contractors, PM Harris, have agreed changes intended to reduce queues and minimise delays for road users.
Under the planning conditions set by Lincolnshire County Council, as the local highways authority, junction improvement works must be in place by the occupation of the 100th home, while the new spine road through the development is required by the occupation of the 600th home. With homes already being occupied, the junction improvements are needed ahead of the spine road being completed.
The junction works will help manage the additional traffic generated by Charterholme as it continues to expand and ensure the surrounding road network can support the growing community.
The signalised junction is a requirement of the planning consent and will provide additional road capacity and safety benefits for all road users, including pedestrians and cyclists.
The improvement works are expected to be complete in early Spring 2027.
From Friday 16 October, the following changes will come into effect:
- Temporary traffic signals will be adjusted to help keep delays to a minimum.
- Additional temporary traffic lights will be introduced at the junction of Pershore Way and Doddington Road during peak morning and afternoon periods. These will be manually controlled to help improve traffic flow along the diversion route.
- Where road closures are required as the works progress, clearly signposted diversion routes will be put in place. Details of planned closures and diversion maps will be shared in advance through the Charterholme newsletter, website and social media channels.
The project team is working closely with Lincolnshire County Council, which has approved the road closures and diversion routes. Contractors will continue to work to minimise disruption to road users, pedestrians, residents and businesses, and complete the works as quickly as possible.
Cllr Joshua Wells, Portfolio Holder for Inclusive Economic Growth at City of Lincoln Council, said:
"Unfortunately, these works are unavoidable. We explored with the highways authority, Lincolnshire County Council, whether they could be modified or removed. However, they were quite clear that the works must proceed.
“We recognise the congestion and disruption residents and road users have experienced since these works began, and we have listened to the concerns raised.
"We are working closely with our partners and contractors to make changes to the traffic management arrangements that we hope will improve traffic flow and reduce delays.
“We understand how frustrating it can be when journeys take longer than expected, and we thank residents and businesses for their patience while these changes are introduced.
“These works are an important part of providing the infrastructure needed to support Charterholme as it grows. While there may be some short-term disruption, the improvements will help manage additional traffic and support the development of much-needed housing and a thriving community for years to come.
"We are committed to minimising the impact of the works wherever possible while delivering the infrastructure needed for the future.”
