Land ownership

Who owns the land?

City of Lincoln Council own the land.

Who will carry out the proposals?

City of Lincoln Council has contracted with Belvin Construction to undertake the scheme.

Belvin Construction are a local construction company based in Nettleham, just outside the city, who have experience in delivering good quality homes.

What is happening on the site at the moment?

There are currently a range of survey works underway which will help to inform the design of the scheme and will tell us about the site

 

Planning consent

What planning consent do you have for development of the site?

There are currently no live planning applications for the site. The previous applications have either being withdrawn or have now lapsed, however permission for housing has previously been granted on this site.

A new application will be submitted following the survey work and consultation process.

The principal of providing housing on part of the Jasmin Green site has been agreed through the Central Lincolnshire Local Plan process.

Part of the Jasmin Green site has been allocated for housing in the Central Lincolnshire Local Plan; this means it is deemed suitable for housing but does not mean it automatically gets planning permission.

Any scheme needs to meet the relevant requirements in terms of planning policy. This is the reason we are proposing housing development on part of this site.

 

Access

Where will the access to the site be?

Access to the site is hoped to be via Aldergrove Crescent with the option for a further access via Jasmin Road if required.

When will construction work start?

It is expected that works will start around March 2026

How long will the works last?

The draft construction programme shows an 18 month build with works due to start in March 2026 and be complete for handover to the Council in August 2027.

What trees will be taken down?

The removal of trees in the development will be minimal. Where trees are removed, we will be required to replace these within the site.

Will you be planting any trees in the new development?

Wherever possible we will retain the trees, this will be largely dependent on the layout of the development. New trees will be planted as part of the development in order to support the biodiversity net gain requirements and the Council’s sustainability goals.

Further landscaping and planting will also be carried out to create attractive green spaces and to support biodiversity. For example, within the verges next to the access road, in the areas of open space and the new sustainable drainage pond.

What traffic management arrangements will be put in place during the works?

A traffic management plan will be formed as part of the planning process, which will encompass all aspects of how Belvin Construction will at construction stage plan and manage vehicle and pedestrian safety, efficiency and minimise disruption within the area.

For instance, specified construction vehicle traffic routes, appropriate warning signage for pedestrian routes. This will be monitored and evolve as required during the construction phase.

Will pedestrian and cycle access be maintained, particularly to facilities either side of the development?

Once completed there will be pedestrian and cycle access across/through the site and most current routes will be maintained in some form.

Whilst construction is underway there will need to be some diversions to these routes. Once the design is agreed the diverted routes will be advertised.  

Have you thought about disruption to wildlife in the area?

Yes, surveys have been carried out to inform the site plans and an ecologist is employed by the construction team to advise on the proposals.

An ecologist will continue to be involved, to oversee the works as necessary to ensure that we meet our requirements to safeguard wildlife on site.

What noise/disruption will there be?

This will be taken into consideration at the start of the project and where possible eliminated or reduced. A management plan will be in place setting out measures to minimise impacts on neighbouring properties, and a full-time site manager to monitor what is happening.

As part of the planning process a noise assessment will be carried out giving a base line and assisting in mitigating disruption on the local area.

Neighbours will be notified at regular intervals on the works that are being carried out. Work will only take place during normal working hours as set by planning permission.

How will the site be managed and how will I find out what is happening during the work?

The site will be managed by a full-time site manager. The site manager will be the main contact for the site from a day-to-day point of view. Residents will be made aware of the site manager’s number prior to commencing on site. Should they have any queries they will be able to talk to them directly. The site manager will also be the community liaison person but also assisted by the construction manager and the construction team.

 

Homes

How many homes will be delivered?

It is expected that around 50 new homes will be constructed across the site.

What type of homes will be provided?

All homes constructed will be owned and managed by the Council and rented to tenants from the housing register. There will be a mix of house types proposed including bungalows, houses and flats.

What will the new homes look like?

Proposals for the new homes are currently being developed. Early layout and concept proposals were shown at the consultation events.

The aim is to create high quality, energy efficient homes, meeting the needs of our tenants, within a scheme that links with the existing community. The scheme will provide good quality parking provision, landscaped areas and infrastructure which serves the new homes and the surround communities to maintain the links between the communities and the existing facilities around the site.

The housing will be a mix of single storey bungalows, 2-storey houses and flats, with some 3-storey town houses, where appropriate, considering things such as neighbouring properties/land uses.

Parking provision will be designed to be on plot for each home wherever possible, minimising the use of parking courts.

Will the new homes be fitted with solar panels and what other sustainability measures will be delivered?

The plan is to achieve the highest possible energy efficiency standards which can be delivered whilst also achieving high-quality homes for our tenants

Measures that we want to implement include:

  • Maximising insulation, double glazing
  • Air Source Heat Pumps (no gas)
  • Smart metering/controls and low energy fittings
  • Electric vehicle charging
  • Solar Panels including battery storage
  • High air tightness to reduce heat loss

How will the layout allow for things like landscaping, green-space, public access etc?

Green space and landscaping will be provided alongside and as part of the drainage plans for the scheme, which will include swales and possibly an attenuation pond.

Public access will remain through the site when it has been delivered. Access will be diverted during the construction period for the safety of all involved.  

How many affordable homes will be delivered?

All the homes will be affordable homes owned and managed by City of Lincoln Council. Once these are ready to be advertised these will be made available through the council’s choice-based lettings scheme Lincs Homefinder.

 

Green Spaces

The green space to the north of the site will be retained as open space for public use, there will also be some functional green spaces within the development.

 

Community benefit

How will this development benefit the wider community?

The development will provide a mix of much needed new council homes in the Birchwood area. These homes will be high quality, affordable and energy efficient homes with the intention of reducing tenant bills.

As part of the development the contractor will be working with the local communities to provide additional opportunities, this will include working with the local schools for education and skills development.

How will I be updated on the works?

What if I don’t have the internet?

Noticeboards in prominent locations will be updated at significant points in the development, and the hoarding on the scheme will have viewing panels so the community can see what is happening on the site as it progresses.
