About the scheme
Who owns the land at Jasmin Green?
City of Lincoln Council owns the land.
Who will deliver the scheme?
The council has appointed Belvin Construction to deliver the scheme. Belvin Construction are a local construction company based in Nettleham, just outside the city, with experience in delivering high quality homes.
What will be built on Jasmin Green?
The council is planning to build 50 new homes on the site. There will be a mix of house types including bungalows, houses and flats. All homes will be owned and managed by the Council and rented to tenants from the housing register.
People will be able to apply for these homes using Lincs Homefinder.
How will the site be accessed?
Access to the site is hoped to be via Aldergrove Crescent.
What has been happening on the site so far?
There have been a range of survey works happening on the site, which have helped to inform the design of the scheme.
Feedback following early community consultation
We held a successful community consultation event on 5 June at St Luke and St Martin’s Church. We’d like to thank all residents who came to this event, viewed our initial plans and shared their views with us.
Since this event, we have reviewed all the feedback we received and made some changes to the proposed scheme:
Play area
Lots of residents gave their views on the scheme including a play area within the development site. People also told us what they felt about play spaces available locally.
We’ve considered all of this feedback and, following discussions with the relevant teams within the Council responsible for managing and maintaining play equipment, we have decided to not include a play area on the development site.
Instead of providing a small play space on the new development where there is limited space available, we want to provide more and better play space on the remainder of Jasmin Green and/or elsewhere in the community.
Play spaces are very expensive to deliver and to maintain and are sometimes not well used if they are too small. By making a financial contribution to an off-site play area, and combining this contribution with other funding sources, we can provide a much better play space that will deliver wider benefits to the community.
We will engage with residents to make sure the enhanced play space we deliver meets the needs of the community.
We are still exploring how we can use other fun and engaging ways for children and young people to enjoy the new development and be outdoors.
Housing
Residents told us they were pleased to see the scheme include a wide range of housing types, including homes designed for families, older people and people with disabilities.
We have made some changes to the site layout; however, we have kept the housing types the same.
All bungalows and ground floor flats will be designed so they are fully accessible for wheelchair users. All houses will be built for wheelchair access.
Open space and access
Residents told us they were concerned about the loss of open space at Jasmin Green and whether access across and around the site would be lost following the development.
All footpaths and roads through the site will be open to the public.
There will be a loss of open space on the site to allow for the homes to be built. However, we will be retaining as many existing trees as we can, planting new trees, and taking all opportunities to make the new development as green as possible through good quality landscaping.
Antisocial behaviour
Some residents told us during the consultation that they were concerned about antisocial behaviour on Jasmin Green. In response to this, we have changed the site layout, so existing tree lines are overlooked and have made some other design changes to try to reduce opportunities for crime and ASB.
Our aim is to make the Jasmin Green development clean, green and safe, and we will continue this approach when we work with the community to provide the additional play space off site.
Traffic
In the interests of traffic safety, construction traffic will access the site via Aldergrove Crescent.
The scheme has been designed so that, when complete, there are no through-roads, and all traffic enters and leaves via Aldergrove Crescent. This will prevent the new development being used by through traffic, which will make the area safer for residents and pedestrians.

Planning permission
What planning consent does the council have to develop the site?
The principal of delivering housing on part of the Jasmin Green site has previously been agreed through the Central Lincolnshire Local Plan.
Part of the Jasmin Green site has been allocated for housing in the Local Plan, which means it has been deemed suitable for housing but does not mean planning permission will be automatically granted. Any housing scheme for the site still needs to meet all relevant planning requirements.
There are currently no live planning applications for the site. The previous applications have either being withdrawn or have now lapsed, however permission for housing has previously been granted on this site.
We are currently preparing to submit a new planning application, following the recent survey work and informal community consultation.
Homes
What will the new homes look like?
Proposals for the new homes are currently being developed. Early layout and concept proposals were shown at the consultation events, and our appointed contractor Belvin is currently finalising what the homes will look like.
Our aim is to create high quality, energy efficient homes that meet the needs of our tenants and integrate well with the existing community.
The scheme aims to provide good quality parking provision, landscaping and infrastructure to serve both the new homes and the surrounding neighbourhood, maintaining the links between the community and local shops and other facilities.
The homes will be a mix of single storey bungalows, 2-storey flats, and 2- and 3-storey houses.
What environmental sustainability measures will these homes have?
We want our new homes to meet the highest possible energy efficiency standards and provide high quality accommodation for our tenants.
Some of the measures we’re planning for these new homes include:
- Maximising insulation, double glazing
- Air Source Heat Pumps (no gas)
- Smart metering/controls and low energy fittings
- Electric vehicle charging
- Solar Panels with battery storage
- High air tightness to reduce heat loss
Community benefit
How will this development benefit the wider community?
The development will provide a mix of much needed new council homes in the Birchwood area.
As part of the development the contractor will be working with the local communities and the council to provide wider benefits to the Birchwood community; we will provide more information about this very soon.
Green spaces and wildlife
Will trees be removed?
The removal of trees in the development will be minimal. Where trees are removed, we will be required to replace these within the site.
How much of Jasmin Green will be built on?
We are proposing to build the new development on the southern half of the Green. The northern half will be retained as public open space and there will also be some functional green spaces within the development.
Will the council be planting any new trees?
We will retain existing trees wherever we can, and this will be dependent on the final layout of the scheme. We will plant new trees as part of the development to support both biodiversity net gain (BNG) requirements and the Council’s commitment to environmental sustainability.
Further landscaping and planting will also be undertaken throughout the development to create attractive green spaces alongside the new homes, and to support biodiversity.
How will the layout allow for things like landscaping, green-space, public access etc?
Green space and landscaping will be provided alongside and as part of the drainage plans for the scheme.
The layout aims to maintain public access through the site for pedestrians when complete. Access will be diverted during the construction period for safety reasons.
What is the council doing to minimise disruption to wildlife?
Yes. Surveys have been carried out to inform the development layout and an Ecologist has been employed by the construction team to give specialist advice.
An Ecologist will continue to be involved throughout the construction phase and after completion to ensure that we meet our duties to safeguard wildlife on site.
During construction
When will construction work start?
We expect construction will start around March 2026, subject to planning permission.
How long will the works last?
The draft construction programme is for an 18-month build, with works due to start in March 2026 and complete for handover to the Council in Autumn 2027.
What traffic management arrangements will be put in place during the works?
A Traffic Management Plan will be agreed as part of the planning process, which will encompass all aspects of how Belvin Construction will at construction stage plan and manage vehicle and pedestrian safety, efficiency and minimalize disruption within the area.
For instance- specified construction vehicle traffic routes, appropriate warning signage for pedestrian routes will be provided and this will be monitored and evolved as required during the construction phase.
Will pedestrian and cycle access be maintained, such as to shops and other local facilities around the edge of the development?
Once completed there will be pedestrian and cycle access across/through the site. Most of the current routes through the site will be maintained in some form.
Whilst construction is underway there will need to be some diversions to these routes. When the design has been agreed we will advertise what these diverted routes will be.
What noise or disruption will there be during construction?
This will be taken into consideration at the start of the project and where possible eliminated or reduced. A management plan will be in place setting out measures to minimise impacts on neighbouring properties, and a full-time site manager will monitor what is happening on the site so disruption can be minimised.
As part of the planning process, a noise assessment will be carried out that will provide a base line for current noise levels in the area and help us to mitigate impact of construction noise on nearby residents.
Neighbours will be notified at regular intervals about the works that are being carried out on site. Work will only take place during normal working hours.
How will the site be managed and how can residents find out what is happening during the work?
The site will be managed by a full-time site manager, who will be the main contact for the site day-to-day.
Residents will be made aware of the site manager’s contact number prior to works commencing on site so they can talk to them directly about any questions or concerns they have.
The site manager will also be the community liaison, assisted by the construction manager and the construction team.
Updates
How will the community be updated on the works?
We will provide regular updates on the scheme via our social media accounts, and our tenants’ magazine and digital newsletter. We will also regularly update our website throughout the development.
What if a resident doesn’t use the internet?
Noticeboards in key locations will be updated at key points in the development. The site will also have a hoarding with have viewing panels so the community can see what is happening on the site throughout the construction phase.
