Why we think this is the best approach for Greater Lincolnshire
Following consideration by our Full Council on 25 November 2025, and formal agreement at the meeting of the Executive the following evening, our proposal for Local Government Reorganisation in Greater Lincolnshire has now been submitted to Government.
The proposal puts forward a modern governance model that reflects both the shared strengths and the distinct urban and rural identities across the county.
It provides a sustainable model for delivering high-quality public services, supporting growth, and strengthening local democracy.
- These proposals will lead to simplified governance and local accountability. In each of the new unitary council areas, there will be one council responsible for all local authority services, streamlining decision-making and reducing duplication.
- It will be easier for residents, businesses and partners to engage with local government.
- We will strengthen local democracy through ward-level representation and neighbourhood engagement, using models and learning from Lincoln’s track record on delivering in local neighbourhoods.
- We will improve public services and local outcomes by tailoring service delivery for Lincoln’s urban population and surrounding villages, communities in northern Lincolnshire and across Rural Lincolnshire, making sure that services meet the needs of their people and places
- We will address persistent inequalities by working within local neighbourhoods, alongside our partners.
- We will enable proactive, preventative approaches that are right for each community, which reduce demand and improve life outcomes.
- We will support collaboration and shared working between the new councils to deliver services that can be delivered efficiently and effectively across them all.
- We will deliver against national priorities for wider public service reform and accelerated economic and housing growth.
