What is Local Government Reorganisation (LGR)
Following consideration by our Full Council on 25 November 2025, and formal agreement at the meeting of the Executive the following evening, our proposal for Local Government Reorganisation in Greater Lincolnshire has now been submitted to Government.
The proposal puts forward a modern governance model that reflects both the shared strengths and the distinct urban and rural identities across the county.
It provides a sustainable model for delivering high-quality public services, supporting growth, and strengthening local democracy.
Government is making big changes to how councils work; the biggest change in more than 50 years. This is a huge opportunity to improve how local services are delivered, and we are committed to making sure that residents and businesses across Greater Lincolnshire benefit.
Local Government Reorganisation (LGR) involves restructuring councils to improve efficiency and service delivery. It is a change to local councils that sees new councils created and existing ones disbanded. Government is proposing the creation of unitary councils to make it easier for residents and businesses to understand and access services.
Currently, in Greater Lincolnshire, North Lincolnshire and North East Lincolnshire are both already unitary councils and are responsible for all council services in their area, for example, rubbish and recycling collection as well as waste disposal.
In the rest of the county, Lincolnshire County Council is responsible for services including schools and education, roads and transport, waste disposal, libraries, social care and fire and rescue services across the whole of the county.
The city, borough and district councils deliver services closer to home, including rubbish collection and recycling, planning permission, council housing, environmental health, local parks and leisure centres. These councils work in the same area as the county council but have different responsibilities.
Under Local Government Reorganisation, one or more new unitary councils will be created in Greater Lincolnshire depending on the proposals put forward by councils across the area, and the final decisions from Government following its consultation.
