Fire safety in HMOs
Landlords and managing agents are responsible for ensuring fire safety in HMOs.
Whoever is in control of the HMO (i.e. agent or landlord) must carry out a fire risk assessment to identify general fire precautions and means of escape in the event of a fire. A competent fire risk assessor must carry out the assessment, this is a person who has the knowledge, technical expertise and experience in undertaking fire risk assessment in the types of accommodations being assessed.
The council enforces the HMO Management Regulations and issues licences for HMOs with five or more occupants. As part of these duties, the council will require landlords and managing agents to provide and maintain fire safety measures.
